Q: Two questions: 1. Can single files from the trash bin be emptied? 2. Can one be absolutely certain that files in trash bin are no being accessed and used by the operation system?

1. Just to be clear (cos it confused me when I read it), this works when you open the Trash can in Finder, select the file, then hit the 'delete' key in the Toolbar. If you do this in any other Finder window, it will send the file to Trash.
2. The only way you can be certain of this is to boot into safe mode. This means holding the shift key on startup.
AFAIK, no application has permissions to access any file in Trash, and will return an error along the lines of 'File XYZ cannot be opened because it is in the Trash' if attempted.
