Try the usual steps: restart, reset, restore.
Restore from a backup first, and if that doesn't help restore the iPad to factory settings and see if it works then. If it does, you can then sync your apps and content back from iTunes.

Your internet connection might not be strong enough at the moment. Check you connection strength.
