I would like to suggest in the batch section that a change of time zone move down to less important than naming the photos since I name the photos EVERY time but rarely leave my time zone.

In fact I used to love the function of shift command B had me changing names that quickly but here I have to shift command B then TAB to version name format then ARROW down to Custom name.   As I noted, due to my buisness (dentist) I name every photo with that persons name.

Am I missing something or Is there a way to get this to the programmers?

    Beth,

to request a feature change in Aperture use the feedback form (from the Aperture main menu bar)

         Aperture > Provide Aperture Feedback

For your workflow the sequence you are asking for would be perfect, but for me the time zone adjustment is more important - I keep my cameras set to UTC to ensure a uniform time base, and so I have to use the time zone adjustment frequently. I rarely need the batch change for file names, since I use a diffrent filename for each image.
