Yes, it only downloads over WiFi. However in my experience it will randomly select old episodes (some over 2 years old), mark them as unplayed and attempt to download them automatically.

See this question for proof that it does download over 3G as well.
I have not found a way to limit it to WiFi only other than shuttiong off auto-download.

I did read that there was a 50mb limit on downloads on 3G. I assumed that was for manual downloads, I guess it auto-downloads podcasts under that size. I know all my podcasts that weren't downloading automatically were over 50mb. So that must be it. If true the app desperately needs a 'Wi-Fi only' option.

...or at least let you decide the file size limit for auto-downloading. If you're subscribed to ten weekly podcasts, and they're each 50 MB, that's 2 GB of data in a month.

The Podcasts app will respect your generic App Store setting for downloading over 3G (Settings app > Store > Use Cellular Data). Make sure you turned this option off.

The podcasts app continues to auto-download on 3G cellular data even if Cellular data is set to off in store
I have Settings app > Store > Use Cellular Data set to off
Podcasts app started to autodownload on wifi
I moved out of wifi coverage and it continued to download
Is everyone SURE that Settings app > Store > Use Cellular Data set to off stops the app autodownloading on 3G?

I can confirm also that despite having Cellular Data turned off the podcast app continues to download episodes over 3G. I had a nasty surprise today when I looked at my cellular usage!
The podcast app is without doubt the worst Apple iPhone app I've used to date. No means of controlling autodownloads, no ability to hide episodes you don't want & desparately slow. I am an avid Podcast listener and was very excited when I saw that app was available but have been so disappointed I've deleted it and returned to iTunes / Music app combo to control my Podcast subscriptions. I hope this is not a taste iOS 6! Come on Apple you can do so much better...

Indeed, as remarked by other commenters, there is currently a bug in the Podcasts app which makes that it ignores this setting. I hope that Apple release an update soon to fix this and other issues.

I was also very unpleasantly surprised by this app when I received a text from my cell carrier that I had reached 100% of my data usage after only 10 days into the month. I have a modest 500 MB plan but in 1 1/2 years, have never used more than 320 MB in a month. After turning on the download feature in the new podcast app., my usage hit 1.21 GB in a single day.
I've checked the download settings as per JeroenSangers' instructions and 3G downloading is off, but this app. ignored the setting and has now cost me overage fees. Apple, please fix this ASAP.

Same here. I stopped using it. I download podcast on my wifi and when i listen to them in my car it download it again on 3g. I bought downcast. Great tool!

Was inititally pleased with Podcasts until I was notified of my data overage. Way more than I have ever used. Please fix!!!!
