If you can't get service in your area from a particular provider, then you would either need to set up roaming with your carrier and ask them to unlock it fro use with a different carrier. It is definitely NOT a hardware problem with the iPhone.

Assuming you have O2 ,T-Mobile or Vodafone you can only make calls
on their network within reach of their towers located in the Czech Rep
Once you move into a neighbouring Country you will be roaming on that Country
carrier's networks ( which ever one your carrier has an agreement with )
You have to have set up roaming with your carrier as sjf says above
or use a sim from the Country you are visiting on a pay as you go basis ,
since according to the Apple site the 3 x Czech approved carriers do not lock their handsets
assuming you purchased your iPhone from a legitimate Czech source
ie if you go to Germany you will need a German carrier sim or roam as described

I asume I have to get a Czech sim for the time I spent in Czech and get some otherdevice for the norwegian sim in mean time. Thank you very much for your help guys, I am using iPad and iPhone and I love bothof my devicec ;))) cheers

and do NOT offer unlocking ,in which case you will not be able to use another carrier's sim ....
