Why are some iPhoto events missing in windows for opening the image files like System Preferences to change the Desktop Background?

Check this screenshot. The first screenshot is the Photoshop "Open" window. The second screenshot is the window to change the Desktop Background image. Notice that the iPhoto Events in the Photoshop window that are outlined in red are missing from the window below it. You will notice on the bottom screenshot there is an Event folder named Cruise-Day 7-At Sea. The Event below it is Cruise-New Orleans. There are six missing Events between those two. There other Event folders missing as well but this gives you an idea of what I am talking about.

 

If I view Photos instead of Events, the photos in those missing events do not show up in the Photos view either.  This only seems to happen where you change your User Account photo and the Desktop Background image.  In apps like Photoshop, Safari, Word, etc. it appears to work as it should.
