It is definitely a third-party application or plug-in. I suggest you look through the preferences of "Fantastical" or any other applications that have access and permission to use iCal.
Others have reported that AccuWeather would put weather in their iCal in previous threads.

Thanks so much, Matthew - that turned out to be the issue. I hadn't seen that they'd added this capability (it's on the iPad version) and that was it's default is set to on. Much appreciated.

I also had this problem after recently purchasing an iPad. There is a calendar setting in Accuweather for iPad, I haven't confirmed, but think this is the culprit. Too bad they don't insert a credit in the calendar posting.
