They are probably apps. Without a title it is impossible to tell what you are talking about exactly.

also Arthur Conan Doyle "A Study in Scarlet" is downloadable (it has epub format)
and a lot of apps which look like books are tthere, yeah

okay, may be all russian books are just apps looking like books
but my book has 2 versions: russian and english, and i want at least the english version to be downloadable
how can i do this?

Did you classify it as a "textbook"? I think you might need to clasify it otherwise for access outside the US.

but i can't set its availability in itunesconnect, there is no 'Russia' option in the list
also, i classified it as a 'book' , not 'textbook'. it has a lot of photos inside, so i decided that is not a textbook.
by the way, what is the difference between 'book' and 'textbook' for ibookstore?

Then, as I suggested in my first reply, you will have to find another bookstore. Or put it on a server and advertise it yourself someplace.
I think at present "textbooks" may only be available in the US and are intended for use by schools.

and russians still can't download it
but E.O.Wilson's Life on Earth is available in Russia!

Sure, give that a try. But I don't think there is anything you can do about the fact that iTunes connect has a certain list of countries and that Russia is not on it yet. I would expect that the same list applies to aggregators too. There is nothing you can do to change that list and nobody here can tell you why it isn't bigger or when Apple will make it bigger.
An aggregator can perhaps at least suggest other bookstores to use and generate the appropriate formats for them.
Life on Earth is irrelevant -- it's a sample provided directly by Apple to illustrate what iBook Author can do.
