TS3899 trouble sending POP email from ipad

I have set up a POP emial account on my iPad and whenever I try to send a message I either get an error message that the server connot be found or the server does not allow relaying.  Is there a way to configure my iPad to allow me to send POP email?  I can send email from my mac book Pro and from my iphone.

    pop3 can never be used for sending emails it's a 100% recieve email std only

    both pop3 and imap rely on smtp to send mail

    and if smtp mails settings are set wrong or if ones provider block the ports being

    used by smtp sending mails will always fail
