My account has been like this for 4 months. I had to register a new account in the end. Currently asking for a refund from Apple for the first account since obviously this is an error on their side .I tried everything that their technical support asked me, over a 6 week period with no luck.

I had the same problem but right after I contacted the support, I logged into iTunes Connect.
(I didn't see any need before, because we just needed the provisioning portal at that time )
But when I logged in, there were another license agreement.
After agreeing the enrollment was done.

i did the same thing, agreed to the terms and i got an confirmation email saying the order is being processed, so a step forward for being a developer programmer...
