What are you planning to reinstall and why are you reinstalling them?

Installing applications should not affect your data, but it may be a good idea to have a backup just in case.

Do I understand correctly that you cannot download an updated version of Safari? What version of Safari are you currently using, and what version of Safari do you want to download? Also, what version of OS X are you running? Select About This Mac from the Apple menu. The OS X version should be displayed in the dialog.

There have been some important changes to Safari forced by malware.

Re-Install may not be the solution.

go to your home library folder   *(finder > go menu at the top > go to folder > ~/Library)*

    -look for safari

    -pull it to your desktop

    -see if it works

-works > leave it it works lol >you will be missing bookmarks and that so export them before that

    -doesnt work

-replace and pull the safari plist
