that can not be done. Verizon runs on CDMA Network protocol while AT&T runs on GSM Protocol. they are incompatible with each other.

You can get a MiFi device from Verizon to provide wireless
access for your iPad, but you cannot access Verizon
network with only the hardware in your AT&T iPad - you
need a 2cd device.
