It sounds to me as if the charger isn't making a proper connection and so you're getting the beeps that the phone makes when you connect it to the charger over and over. Make sure the charger is connected properly. Also, don't use cheap chargers.

It sounds like it may be continually connecting and disconnecting from the power source. Either there is something wrong with the power source, or the phone is physically damaged.

I have had the same problem however I think I have a solution. Its not within the notification centre but if you go down within settings to the Facebook app, there are two sliders one for vibrate and one to play sound if you turn both off hopefully this will solve your problem.

I forgot to mention. In the Facebook settings go to push notifications then turn off all the different push notification sliders.

I have found yet another solution! Within settings, go to sounds and go down to new mail. Make sure that you've chosen 'none' for its sound. simple as that although I had to explore loads of different options to find this! Sometimes we make things more complicated than they need to be.

I have this EXACT same issue (it's a 6 second cycle on my 4s and a 4 second cycle on my wife' 4). Did you ever find an answer? I wonder if it has to do with 6.0.1.
This has nothing to do with mail or notification sounds. It is a charging sound.

I had the same problem two days ago during a road trip. I had purchased a non-Apple charger from an online store and it was in the process of failing. I tried a different power plug in my car to ensure that it was not an electrical problem in the vehicle. I finally stopped at a cell phone store en route and purchased a quality charger. That took care of the problem.
Continuous beeps while charging are NEVER a notification issue.
Check the battery icon when this anomaly occurs. You will see the icon rapidly oscillate between the battery icon to the charging icon. Be sure, however, to check the USB cable if using a car charger with a USB port. Sometimes it can be the USB cable shorting out and not the actual charger module. ALSO beware of car chargers with TWO USB ports. If both are used (say one for the iPhone and the other for a dash-mounted GPS unit) the drain from both devices may cause the intermittent beeping.
The iPhone is such a quality product that I never thought it would be a phone defect. To make sure, however, I plugged it into my AC charger when I got home. No problems!

I have the same issue with my new car (USB sterio plug in)
however... the phone and cable work fine in my old car
