You can also try Resetting Network Settings from Settings > General > Reset.

I've tried both things you suggested and still no mobile data network option

I have contacted T-Mobile twice, but they have just replied with the instructions link on how to set up the APN grrrrrh

Unfortunately I never did manage to fix this problem with my 4s. I now have a 5 and I still have the same problem. I think it may be something to do with the network I'm using, which is T-Mobile (EE).
