The relay only works when it's conected to ethernet. I am wanting to extend the range of the network by wireless.
Unfortunately, the older "g" Express does not have the capability to "Extend a wireless network".
I assume that you already have one "n" version of the Express. You will need another "n" version to be able to do what you want.

Let's be clear here so that things do not get misinterpreted.
You must have one AirPort Express "n" connected to the 5th Gen AirPort Extreme by Ethernet. That Express will be configured to "Create a wireless network"
A second AirPort Express "n" can be located approximately half the distance from the first AirPort Express and the area that needs more wireless coverage.
The second Express will connect using wireless only to the first Express and will be configured to "Extend a wireless network", providing additional wireless coverage.
It is assumed that the second Express is located where it can receive a strong signal from the first.
Both Express devices must be the "n" versions for this to work.
