If a restore to factory defaults via iTunes did not resolve the issue, the issue is most likely hardware related with the iPod's LCD display. This means you'll need to take or send your iPod into be serviced or replaced either by Apple or a third party repair service.
As a last resort, you can try to let the battery fully drain and then let it charge back up and restore it in iTunes once more.
