I had a One to One session at my local Apple Store this morning and showed the Trainer how it keeps popping up.
I went to preferences and signed out of Mobile Me even though I never had it to begin with. That still has not solved the issue and it's annoying the crap out of me. Where in the heck is the Opt Out button like you asked?
C'mon Apple, you can do better than this!

Click on the More Info button and ignore the web page, go to iPhoto's Accounts preference pane and delete the MobileMe account. Next to go the System/MobileMe preference pane and log out of MMe. That will stop those messages.

Yep, I wound up going to preferences [comd-comma] and looked at the linked accounts, then removed the MobileMe account. It's stopped poppig up so this is a confirmed solution. Thanks, Toady.

I tried to do what you recommended grtgrfx and couldn't find the linked accounts. I have the new MacBook Pro with Retina display. I'm waiting for the new Mountain Lion upgrade that is due out in a couple of weeks.
I was able to log out of Mobile Me; however, haven't figured out how to delete the thing all together.

As long as you log out of MMe and delete the MMe account in iPhoto that's all you need to do.
