What appears on the iPod's display when you plug into a high powered USB 2.0 port on your PC? Does it indicate that it is charging?
Does it work when you connect it to another PC or Mac?
Have you tried another USB sync cable to rule out the possibility of a bad cable?
Maybe try resetting your iPod with it still connected to your PC. To do this, press and hold both the Select (Center) and Menu buttons together long enough for the Apple logo to appear.
Have you worked through all of the troubleshooting here?

I have a 4th generation ipod nano and it is not recognised in itunes. It is recognised in My Computer. The OS is a Windows XP Professional.
When I plug it in to my laptop, iTunes opens up but it does not appear under Devices. I have an iPhone 4S which appears in iTunes fine.
What happens if you try to reset the iPod with it still connected to your PC and iTunes still open? To do this, press and hold both the Select (Center) and Menu buttons together long enough for the Apple logo to appear.
