If you have anti virus software installed, disable that.

Try turning off the Firewall in System Preferences > Security & Privacy > Firewall

Installing the OS X Lion Update 10.7.4 (Client Combo)  reinstalls the App Store for you which may help. Restart your Mac after the combo is insatlled then try the App Store.

It's ok to do this even though you are already running v10.7.4

If that doesn't help, try deleting the cache associated with the App Store.

Open the Finder. From the Finder menu bar top of your screen click Go > Go to Folder

Type this exactly as you see it here:

    ~/Library/Caches/com.apple.appstore/Cache.db

    Click Go

Move the Cache.db file to the Trash.

    Try the App Store.

I just got help from Apple on error 13(for a new purchase and error 100 on trying to download an update. It's a permissions problem on a folder called "Cookies" inside the user Library.

First, quit out of both iTunes and the Mac App Store.

Make the Finder active by clicking on the desktop or clicking on the Finder icon in the Dock. Locate the menu called "Go" and select the command "Go to Folder..." type in "~/Library". That ought to open a Finder window that reveals your user Library. Select the folder called "Cookies" and Get Info on it from the File menu, or use the keyboard shortcut "Command-I". At the bottom of that window is the Sharing & Permissions section. Unlock this section by clicking on the closed lock in the lower right of this window.

After this is unlocked, click on the "+" button, and add your user account to the list. Be sure to add you to "Read & Write". Close out of the Get Info window. Open the Mac App Store app and try your update or new purchase, again.

Hope this solves it for you.
