That's part of the problem, as "Pages" is created automatically and doesn't appear anywhere in iWeb in order to rename it.
I was, however, able to create a workaround. I copied the "Pages" folder on my hosting site, and made a new lower case name. Then I put in a "redirect" in my gallery folder, so a viewer getting sent to "Pages" gets redirected to the copied folder with a lower case name. It works.

I don't understand why you want to do this.
File names on the server are case sensitive but they don't have to be lower case.
If you have an image file named "My-Photo.jpg" the url is...
and it will work.
If you put the URL like this...
... it won't.

Yup, I understand they're case sensitive. I just prefer all lowercase names, that's all.
Personal preference, nothing more.
