Basic troubleshooting from the User's Guide is reset, restart, restore (first from backup then as new). Has any of this been tried?
Have you tried re-inserting the SIM or replacing the SIM?

Thanks for the reply.I have restarted, restored(from backup) and reset so far.I also bought a new sim today.I made one succesful call after I restored from backup but then it went back to the way it was.I am now going to restore as new iphone and will update the outcome.

I also wanted to know will apples limited warranty cover this problem and be repaired for free?

If it hasn't been physically damaged, jailbroken or hacked, it's still covered under warranty. Take it in to your local Apple Store and let them have a look at it.
