If the iPhone was sold in a middle eastern country that restricts FaceTime, FaceTime is not included and can't be added.

    You're welcome.

It doesn't matter in which country the iPhone was activated. It matters in which country the iPhone was sold officially by Apple or the country the iPhone was designated by Apple to be sold. For iPhones designated by Apple to be sold in a middle eastern country that prohibits/restricts FaceTime, those iPhone do not include FaceTime and FaceTime cannot be added to those iPhones.

No one at Apple can add FaceTime to an iPhone that was designated by Apple to be sold in a middle eastern country that restricts FaceTime. AppleCare offers free telephone support for the first 90 days after the purchase date and for two years with AppleCare Plus. Free support in an Apple Store. If there is a problem that cannot be resolved by any other means besides an exchange under warranty, whatever fee AppleCare charges for telephone support after the initial 90 days after the purchase date will be credited.

r u from apple? why is AC+ not available here in AU? we only have applecare protection plan which don't cover accidental damage. they are of same amount anyway... sounds unfair? yea?

No one here is from Apple. I'm sure Apple would love to sell you AppleCare + but they are probably stopped by some laws/regulations in your country.
