It is completely possible. Nothing has changed, with the exception that you have to drag it about 2 inches above the dock and wait about one second to remove an icon. This is to prevent users from accidently removing the icon from the dock.

The App / program MUST be running to be able to move the icon in the Dock.
You need to click and hold the icon and move it to the new position.

The app does NOT need to be running in order to move the dock icon. Just tested.
However, the behaviour has changed in subtle ways (e.g. having to move icons a long way away from the edge of the screen to remove them). It may help if you drag the icon against the edge of the screen so that the other icons separate and make room for it.

This was the ONLY way I could get the icon to move in the Dock, this is the way I was told to do it in this discussion: https://discussions.apple.com/thread/4148945?tstart=0.

In case it's useful to someone else, I had this problem and found no solution that worked for me here or on other forums. I found that with the dock set on the smallest size and magnification enabled I could not move or rearrange the icons in the dock. By increasing the size of the dock I can arrange the icons as desired and then reduce the size of the dock and continue to work as normal.
This would be a good bug for Apple to fix...running 10.8.2 2.3gHz Core i7 15" mbp.

All you need to do is drag the icon along the bottom of the screen underneath the dock and replace it on the dock where you choose. The other icons separate to leave a gap as you drag it across the dock. Job Done. Running OSX Mavericks
