I've never had it happen on an iBook G4, but on the iBook G3 (Dual USB), sometimes the AirPort antenna gets pinched in the hinge, and this can affect its range. Try adjusting the angle of the display, opening the iBook a little further or closing it a bit so that the display is at a different angle, and see if that helps your reception.

There are three things it could be.
1. Your Airport Card is faulty and needs to be replaced. (I've known this to happen before)
2. As Ronda has just said, the antenna requires replacement in the screen.
3. Your wireless router is faulty and not transmitting a strong enough signal to your iBook.
It might be something simple like the placement of your wireless router. Often if they are placed in the conner of rooms the signal bounces off the walls and it becomes weaker. Try moving your wireless router where it could transmit a stronger signal.
