Same problem here, choppy video everywhere, in browsers, in iPhoto, since updating to Lion.
Early 2008 MacBook Pro 2.4 GHz Core 2 Duo, with 4 Gb of memory, and NVidia GeForce 8600m GT GPU.
OS 10.7.3 did not address this problem.

I've had this issue since purchasing this MBA straight from Apple (2011 1.7 i5 4GB). I'm running 10.7.4. Video and animation is choppy and has screen tearing. It happens in animations and video in Netflix (Silverlight), Flash and Firefox. When going into full screen it's unwatchable.

Just adding another post complaining about choppy video since upgrading to Lion on my 2008 MBP (couldn't imagine the frustration if I had a newer machine). This happens to me only when streaming videos online. Hoping the next update solves this or I'll just have to downgrade to Leopard and reminisce about Steve Jobs.
Processor 2.2 GHz Intel Core 2 Duo
Memory 6 GB 667 MHz DDR2 SDRAM
Graphics NVIDIA GeForce 8600M GT 128 MB
Software Mac OS X Lion 10.7.4 (11E53)

Not sure if it's related, but I just uploaded videos from my iPhone 4S to iPhoto '11 v 9.3 and when I click on the videos it plays for about four or five seconds and then the video freezes but the audio still plays fine.
I tried to use QuickTime 10.1 via Finder on the .MOV files and get exactly the same results; plays for a few seconds and then video freezes.
It's almost as if the codec can't handle the 29.9 fps HD rate and just punts while playing the audio.
No amount of web surfing / googling has shown me the light.
This is on a Mac Mini running Lion Server version 10.7.4.
2 GHz Intel Core i7, 8 GB 1333MHz DDR3 memory. Apple Lightning Bolt display.

i had this on lion, after upgrade from snow, then clean, then upgrade again. all 3 times it was choppy. (side note, if i put my finger on the trackpad it was just fine....weird i know)
i installed mountian lion dp4 a couple days ago and it seems to have stopped all the choppyness so far.
So there is hope!

I have the specs than you, mine is a 3,1 MBP, I had to update to Lion a month ago beacuse of iCloud, very bad idea, all the system seems to work normal to some people, but Lion is a lot of slower than snow leopard indeed.
Anyway, there are some possible semi-fixes, like cleaning all the caches using Onyx.
This fixed the mega slow performance of Quicklook and some others super slow performances, but at last, after doing everything, like double the RAM, etc, you get a slower system anyway.
So, Lion feels like an unfinished system, that uses lot of resources, it's just a system for the machines of the next years, not actual machines, and of course, not some yeras old machines...
But Apple makes computers for people with money (steve allways said that), and they don't care about the ones that can't update their computers every 3 yeras.

I upgraded to mountain lion, the system seems better overall, fluid animations, smooth mission control etc.
But my MBP 2.2 santa rosa, 4GB ram, still can't run youtube flash videos at fullscreen beyond 480 smooth, while in snow leopard it cod till 1080!!!!
10.8 eats ram like the end of the world, but i dont think it's a RAM thing.
Cause a clean install, recent boot and just safari (so 4GB just for system and a window of safari and the same behaviour.
Anyway, 10.8 IS MUCH BETTER than 10.7
