I can't say I've ever seen that message before. It sounds like you might be using a developer version of iOS on your device (which only a developer should have).

Sign out of App Store
Go to Settings and reset all settings. No programs will be deleted, but you will lose background picture and all wifi setttings and password. BACKUP YOUR DEVICE SO YOU CAN RESTORE THE LOST SETTINGS AFTERWARDS.

The ultimate solution after you have tried restarting/ rebooting your device (no need to hard reset or restore your device) is:
Click iForgot, then reset your password, change it to your new password. Then go to Store, try downloading any app! Hope this will help because some of my friends had this prob before and all what i did was this way!

I agree this process should work. BUT a simpler method to test first is simply to sign out of the app store and then back in, then try redownloading the content etc. This worked for me without having to restart, restore settings, etc. Just a simple sign out and sign in.

I have the same problem whenever I try to purchase in-app I get the create new account for sandbox or something
I tried the iTunes connect but I don't have any rights to login :( I don't know why
I have an iPhone 4S with iOS 7.4 (the newest) any help is appreciated
