Search for it.  If found, look on all pages and in all folders.  If still can't find, Settings > General > Reset > Reset Home Screen Layout.

You say "trying to set up iPad", so that leads me to believe that it as a brand new device. When you download an app, it will automatically appear on the first open space that you have on the next available screen. In your case - it should be on the first home screen - unless your home screen is already full.

From your first home screen - Swipe from right to left to get to the next screen. Do you see it there?

If not, swipe back to the first home screen and then swipe from left to the right to get to the search feature. Type in Pages in the text field at the top. Does it show up that way?

Search for it, i.e. use Spotlight.

Make sure that you are signed into the correct ID on the iPad - the same Apple ID that you used in iTunes when you bought the app. Settings>Store>Apple ID.

Connect the iPad to the computer and launch iTunes.

Click on the iPad name on the left side under devices.

Click on the Apps Tab on the right.

Look for the Pages app in the list of apps under the Sync Apps Heading

Click on the Pages app and on all of the apps that you want to sync to the iPad

Click on the Sync Apps Heading to make sure that it is selected.

Click on Apply in the lower right corner of iTunes
