That message means that you have not yet verifies your iTunes account. You should have received an email from Apple. You need to open that email and click on the verification link. If successful then you can then use the iTunes/App stores.

I'm also having this problem, but I've had my account verified for about two years. I just tried to buy a few songs but I got this pop-up each time.

Ya I verified my account in January because I got my iPod for christmas and I have music on it and sometimes it let's me download a song or two then the message pops up again and I don't know what to do...

Lol this message of error just happened to me two nights ago... pretty annoying if you ask me... especially when you did all the required steps and updates on both iphone and computer. Evening completing the sync process and being able to recognize that both pc and iphone shows the same balance in itunes. I still am waiting for an answer. TICK TOCK TICK TOCK!
