Chill out mate, I have actually unlocked 2 phones without being a current/former AT&T costumer nor being in the States, last one, August the 20th.
People don't give up, I called 6 times, they refused to help me the first 5 times, the 6th person was the sweetest, I got the case numbers and 10 days later I was able to unlock both phones. (iPhone 4 white 32GB and a black one)
Explain your situation
Fax them the receipt
Hope everybody is able to unlock their phones.

I might be repeating the story again but I am one of those fools who preferred buying an iphone4 [July'12] from an ebay seller with gevey sim unlocked! I didnt know the consequences of not being able to update the iOS and this inconvenience of following the **** procedure of unlocking whenever the phone is switched off or goes out of network sometimes.
Quick info on the phone:
- 1. New packed phone locked iPhone 4 from ebay reseller
- 2. AT&T; Version - 5.0.1; Firmware - 04.10.01
- 3. Gevey sim unlocked
- 4. No background on the purchase of phone [like from where is was bought by the seller; is it on contract or not!]
I have asked the seller to unlock the phone and he said he would charge 2500/- Rs. to get an unlock code from AT&T and may take 2-3 days to unlock.
- 1. Can be locked forever? [i.e. can I update the iOS like any other normal iPhone e.g. iOS 6 and work with an India sim without Geney]
- 2. Can I get it unlocked myself from AT&T without having to pay ebay seller?
- 3. Is there a charge involved in unlocking?

The Gevey SIM is illegal in every country on earth.
ONLY AT&T can unlock it. You can contact them and ask if they will do so.
If you give the ebay seller money to get it unlocked, you are a fool.

Only mention (1) your imei no.
(2) that you wish to unlock.
* No ebay no gevey nothing, wait for there reply either they will unlock or demand more details which you don't have.

Note particularly the first two, as that seems to be the single most common reasons why AT&T refuses to unlock a phone.
If you meet those (or can convince them of an exception) they will unlock it. Otherwise, it will not get unlocked.
