There is no issue logging in, in general. I don't know what your email details have to do with just logging into the forums, sorry.
The link is: https://devforums.apple.com/
Login in with a valid Dev account. If you have several accounts be sure to log out from all of them in all instances first.
If your account was just applied for, be patient. If it's a book account, it won't work.

thanks for the reply
the problem still exists
i can do a screen recording - but all this will show is me typing my email in first and then getting taken to the sign in page (despite having just typed in my email and pass correctly)
i will click on sign in, but the pages goes nowhere
i've tried on chrome - same thing
i have a proper account
i have even paid my $99 and am a registered developer (a newbie learner albeit)

i have my apple account - my personal one
i have been logging on with this
this account isnt a developer registered one
i was being silly and trying to login with that
BUT: the responsiveness and lack of error reporting on the apple website wasnt helpful
+ i was able to access this forum and post to it despite not being a registered developer??
(i say all of the above, but i havent tried logging in with the proper details yet!)

Anybody with an Apple ID can access and post in all of the Apple Discussions, including this one.

I have the same login problem (using 10.6.5). if I was already logged in when I tried to enter the forum I was asked to login again and entered a loop.
My workaround was to start at 'apple.com' and get to the developer forums from there. Then I was able to login normally.
