Just encountered this "account temporarily unavailable" today and didn't know what to do. Went through all Preferences, and finally in Advanced I clicked Reset Cache, and now I'm able to purchase music from the iTunes store once again. Don't know if this actually did anything, but it works now.

A quick live chat with Apple't support rep helped me get through that issue (http://www.dominikras.com/2012/11/the-itunes-store-is-temporarily.html). It didn't take long but he must have tweaked something in my account on the back end, cause as he assured me, that error is not coming up anymore.
