In that case, you probably switched to the full screen mode (the little arrows). Press escape (esc) - that will take you out of the full screen mode.

Although it's for a different problem (and an older version of Safari), try the instructions from the following user tip.

Does that get the Toolbar back?
(It resets a few other preferences to their defaults too, so after rebuilding the plist, it would pay to check through your preferences in case there's any customised ones there that have been reset.)
