Check the localizations that exist ( http://support.apple.com/kb/HT2841 ). If the key pattern is identical from what you have to what you want, MAYBE you can get the keycaps and simply replace those that differ. Check replacementlaptopkeys.com or similar for the parts.

Officially, the keyboard is irreplaceable and irrepairable on the Unibodies. Apple will have you replace the entire topcase together with the trackpad. This means replacing the entire aluminum chassis, by getting a new one and transferring the guts of the Mac onto it. A non-trivial, elaborate and time consuming task for pros. And which costs about a third of the price of the Mac.

From the software/OS side of things, go into System Preferences / Language & Text / Input Sources and pick the keyboard mapping you want. This controls how each individual key is mapped onto the character set. If you open the Keyboard & Character Viewer, you can see how this mapping is laid out.

Executive summary: yes, it can be done, but no, isn't cheap or trivial. May be easier to get a properly fitted out new Mac and sell the old.

All of those can be easily made via the option/alt key on a US keyboard

And of course without the option/alt key if you switch to the Norwegian layout
