Power supply or what???

Hey all I have a Mac Pro (Early 2009) and whenever I power it down and go to turn it on later it does not turn on right away. It will make a click nose from the inside and then click again (kind of like clicking off). I then go to the power strip that the computer is plugged into and change the spot of the cord on the strip until the computer powers up. Is this something that has to do with the power supply? I am a littel worried about it. The computer acts fine once it is booted back up. There seems to be no other issue with it.

Mac Pro (Early 2009), Mac OS X (10.6.8)
