I am very interested in this, have you managed to end up fixing this?
I have quite a few songs with Japanese titles and artist name and if they all get garbled into gibberish I might not use iTunes Match at all.

The problem has been solved by:
- Delete the song from your iTunes and iCloud (of course, keep a copy so you follow the next 2 steps),
- Use third-party software, for example, ID3Mod2, to convert the ID3 tags,
- Save the edited tags to the song, then import to the iTunes and iCloud.
This should solve most of the mis-displayed ID3 tags.
PS. The problem happens when you use a none-Chinese/Japanese OS. And the iTunes' "convert ID3" usually does no good. Leave comment about if you find the method works or not. Good luck!
