I have the same problem, and it's NOT normal.
At least, if it's normal, then normal is that the docking does not work.
I dock my iPhone into my official Apple Universal Dock with a remote control.
The volume bar in my Music app goes all the way down and disappears.
The remote control is not working at this point either.
Neither is the volume controls on the side of the iphone.
The dock is connected to my stereo through the line out-connection on my dock, but no sound is playing through my stereo.
It seems like this could be a conflict between the iPhone and the Apple Universal dock, as the phone charges perfectly through the dock, but seems to think the dock is something other than an Apple dock. It also syncs perfectly with my mac through the dock, it's only a problem using the dock for playing music through Line out and using the remote.
I would think this is a hardware problem, but the strange thing is that it works occasionally, and keeps working for weeks, but then all of a sudden decides to stop working again.
I have the iPhone 4 with iOS 5.1.1
and the Apple Universal Dock, model no.: A1371
If anyone has a good solution, please help!

people i have same problem with my new 4s from 2 months and the solve problem was in a video on internet search this name
FIX for no iPhone sound without headphones problem (also iPad, iPod)
,use program iexplorer,go to system , library and then launch daemon and delete com.apple.iapd.plist and problem are 100% solved .

That's no help if you ever want to use a device that plugs into the dock like an Emprum Ultimate GPS. The real problem is probably that iapd is crashing. Go to settings/general/about/diagnostics & usage/diagnostic and usage data and check the crash logs.
