Yes there is. Go to Settings --> Store and make sure your Apple ID is entered at the bottom.

Yes, it was in there correctly.
I did a View Account. That showed Genius was On.

Interestingly, I've now got an issue with Genius apps as well. They've been working fine for years, and now they say "You do not currently have any recommendations .."
So, I turned genius off and on both on iTunes and on my iPhone (haven't tried iPad). Nothing has helped.
I wonder if it's some Apple server issue. I checked iCloud status and nothing abnormal was listed. I''m puzzled ...

That's my recollection. I certainly remember this working on my wife's iPad 2 just a month or so ago.

I called Apple Support today. The agent I talked with tried it and he had the same problem.
They brought on the second level support and we tried several things.
It does look like Genius recommendation on my PC iTunes music work fine.
But nothing we tried would get the App Store Genius to recommend.
He thought it was a problem at iTunes. He was going to research the problem further and
call me back later today.
The talked initially that Genius required 25 downloads as seed.
I've got 53. But I'm pretty sure on my wife's iPad that Genius was giving recommedations after
just one or two downloads. Then it stopped.

The very nice gentleman from Apple Support called me this evening.
He said they escalated the issue to their engineers. Upon investigation they
determined that it was a world wide problem. He said that their plan is to
send all their customers an e-mail when the problem is resolved. Which they
were targeting by the end of the months.
fwiw, the Apple Support folks are absolutely fabulous.
I was very impressed with the way they handled this.
When I got the first call back earlier today he initially was going to have me try something on my iPad.
Then he said, let's not do that. We've tried Genius here and nobody can get it to work. The problem
isn't with your iPad.

Interestingly I have had this problem since iOS6 - I followed the advice and went to Settings->iTunes & AppStore and my user name was there. Clicked on it, reentered my apple password and then went to Turn Genius On and it then went through the normal process, but this time did NOT time out....
