I don't know specifically TuneIn app, but in order for this app to play music in your AppleTV, you probably set it to use AirPlay streaming. AirPlay simply stream the audio content to your AppleTV, therefore there will not have such feature as displaying an album artwork as implemented with iTunes (in other words, this function is limited to iTunes integration).
The only way to acheive this would be to mirror your iPad display on your AppleTV; double tap your home-button, swipe left to show iTunes control, tap the AirPlay icon, select AppleTV and turn on display mirroring.

Just tried the mirror function, and that's working, accept for the fact that it isn't full screen.
Funny thing about AirPlay streaming is, that several months ago i did actually see the album cover art.
Something changed in the meantime.

When playing your computer's music thru your AppleTV using the remote app on your iPhone, select AppleTV on the main menu instead of User's iTunes Library. Select your iTunes library from there and play. That way the cover art WILL show on the TV. I hope this helps ;-)

Just go to the home screen on your AppleTv and press up, don't stop at the top icons! If you're already streaming audio, there will be an icon for your album art.
