Call Apple and order Snow Leopard. They will ship it to you.

You will need to call Apple to order Snow Leopard (10.6). After you do that, receive it and update it to version 10.6.8, you get the Mac App Store which can be used to purchase newer OSes if your Mac supports it.

Question is what do you want to upgrade to?
For Mac OS X 10.6, Snow Leopard, call 1-800-MY-APPLE and order the installation disk for $30.
You can upgrade from that to Lion, Mac OS X 10.7 by calling and getting an access code to download from the Mac App Store.
Or, with SL you an go to the Mac App Store if you have a compatible machine, http://www.apple.com/osx/specs and download Mountain Lion, Mac OS X 10.8.

As Ralph says, call Apple.
But they are really tryin to make it easy to get to Lion or ML ... single user SL disks are now $19 (you would only need that license active until you upgrade to Lion or ML), or 5-user licenses for SL are reduced in price to $29 (in case you need to stay running at SL and want to upgrade more than one computer sometimes in the future).
Check your system (AppleMenu > About This Mac). SL requires an Intel processor and 1 GB RAM. Lion needs Core2Duo or better and 2 GB, ML is a hungry cat and may be more than you want to run, but here are the requirements:
