If the cause of the problem is a manuacturing defect, you can contact Apple tech support to see about getting a replacement. If there is an Apple Store nearby, you make a reservation at the Genius Bar. Otherwise, you can use the Contact Us link at the bottom right corner of this web page.
If not under warranty and if it is a hardware problem, it is usually more cost effective to get a new one. You can still take it to a Genius Bar, where they can try a few things you may not be able to do on your own. For example, it could be a bad USB cable (not a bad shuffle), unless you have a way to try more than one cable.
Are you using the USB cable that came with your iPod, or the official replacement part?

If you are trying to use a third-party replacement part, it needs to be described as being for the 3rd or 4th gen shuffle. A cable for the 2nd gen shuffle will fit, but it will not work (different connector).
When you connect the shuffle, if you are using a USB hub as connection point, try a direct USB port on computer. If there are other USB devices connected, you may want to shut down the computer and disconnect all USB devices (except for standard keyboard and mouse). Start up computer, run iTunes, and connect shuffle to a direct USB port.
