1. Are the people trying to access your shared folders using Mac OS X or Windows? Either way, which version?
2. Are they on the same network as your computer or are they trying to access it over the internet?
3. For that matter, is it a "they" or is it just one person who has tried to access your files? If it's just one, it's possible it's a problem on that person's end.
4. Are you on a wireless connection (wi-fi) or wired (ethernet) connection?
Also I just noticed your tags indicate you're using Mountain Lion, but you posted this in the OS Lion forum, which may make it harder or slower to get the right answer.

Mac OS X Bonjour only advertises your Mac if you have services to offer.
Also do you have your System Preferences -> Security -> Firewall enabled?
