The issue is that even though i activate apple tv through the airplay icon it doesn't offer me an option to toggle mirror on. There is no mirror link at all.

It just doesn't come up in the Airplay window after I've clicked on AppleTv. The AppleTv is brand new. The ipad2 was purchased a year ago, so I don't think the software is out of date. What am I doing wrong??

Then turn off your cellular data (if you have that model) and be sure you're connected to WiFi (by going to any website with Safari). Apple TV does not work over the cellular network.
