I'm having the same problem. And I already had my answers reset 3 months ago so I know my answers are right because I wrote them down. It says because I'm on a new laptop but I've already purchased songs on here during the summer. Is there an error where they keep getting reset or something? This will be the second time I've had do this. :/

There are a few ways to do this.
You can go to the link below and manage your account. If you know you password, You can reset them there under Password and Security. It'll show the security questions but there's a link below it that says forgot your answers? And it will send it to your email.
You can also contact Account Security through technical support by Apple and they can reset those as well
From my experience, Account Security has a high call volume because they are a very small group so far. So I would try the first option first

So my girl friend was having the same problem - could not buy any apps since her apple security questions were "INVALID" according to apple. A simple solution we tried was making a new apple id with a new email address, select a new security question, sign out from your existing apple id from your i device, and then log in with your new apple id. It worked!

I've been on the phone with them about this. Got through to account security and was told to reset my security questions, I must first answer one of them.
Apparently theres no other way around it. Great.

The only way to get the security questions reset is to contact the Account Security team by calling to the technical support number of teh particular country. It may take saome time as it is the new team introduced.
I have got the questions reset after holding up the line for 25 mintues.

You can contact the Account Security team by following these steps:
Please navigate to:
iTunes > iTunes Store
Then for Topic choose
Account Management > Lost or Forgotten Apple ID password (any concerns regarding security questions also fall under this category)
You will be given the options to Talk to Apple Support Now or Call Apple Support Later, please choose the option that works best for you. If the hold time is long, you might only have the option to talk with them later.
If outside the US or Canada, and your country has Apple Phone Support, you must call and ask for The Account Security Team. They will then ask some security questions. If resetting your Security Questions, you must have a Credit Card on file so they can reset your Password First, then they can help reset your security questions. You should be able to add a credit card via iTunes or appleid.apple.com> Billing. <-- Very important, or they can nto assist you!!!

This is completely nuts that apple hasnt fixed it yet. I tried calling up and they just told me to go to the https://expresslane.apple.com/ link and now I have to sit around and wait.
Apple really needs to establish a way to fix this without going through all this trouble. I mean come on, they just released the iPhone 5 but cant fix this little issue in an easy way for consumers.
