What kind of permission do you mean? I only set the new account as "administrator".
But the problem is really strange because I have initialized the HD two time and re-installed the OS but the function didn't work anymore

I mean file & folder Permissions.
In the Finder highlight say your user's Library folder, do a Get Info on it, does it say the new you has Read & Write Permissions?
To find out if it's system wide or user specific, try this...
Open System Preferences>Users & Groups, unlock the lock, click on the little plus icon, make a new admin account, log out & into the new account.
Does it work in the new account?

The library folder's permission are set so: System: read e write. Wheel: read only. Everyone: read only
I just try to create a new account as admin but the problem are too in the new account.
But however how is possible that after two new installation of all the OS there is still this problem?

Sorry for the double post but I'm really confused now.
I've installed the App "Better Touch Tool" also in this new OS installation. When I opened it the program asked if I want to activate windows 7 snapping feature. In doubt I clicked ok. Magically the drag on top feature to resize restarted working correct. If i close Better Touch Tool it don't work anymore. So now I'm confused becose in the account I've created I didn't start running the Better Touch Tool... and my question is: "The drag on top to maximize windows" is a feature of Apple or I simple thinked about it was introduced with Snow Leopard but in really it was of Better Touch Tool?

Yeah that's right, but i would understand why the gesture don't work by default and, above all, how to solve it! (because I didn't solved any with the Tool, it's only "turn around the problem"
