I believe you are asking to pull music FROM your iPhone TO the computer. Is that correct?
If so, iTunes does not allow,this AFAIK. There are third party softwares that will pull it from the iPhone.
Keep in mind that music that was purchased from another iTunes account will not play. Also, keep in mind that music piracy is illegal. :)

I hear you.
I used to use MediaMonkey to pull songs off of my iPod classic. You may want to look into that. Or just google "removing music from iPhone" or something of those lines.

I have suffred a loss of a laptop which means I cannot sync my phone to itunes without losing my music library. Is there a way to set up a new itunes allowing me to sync the stored music from the phone (iphone 4)? Any help and advice gratefully received?
Well, the EASY way is to restore the backup of your lost laptop to your new computer. If that's not an option think about it for the future, and see this user tip: Syncing to a "New" Computer or replacing a "crashed" Hard Drive
