Q: Non-working iTunes on iPad iOS 5.1.1

Pardon me for posting again, but all the other discussion posts on this issue never seemed to have had any closure of sort.

The problem is simple: launching iTunes on my iPad 3 gives the initial screen message "Cannot connect to iTunes Store" when very clearly, I can browse any site or download from the App Store. I dismiss the message and there are only three options at the bottom: Podcast, ITunes U, and Downloads. I tap on Podcast and an error message ("Your request cannot be completed") pops up so I dismiss it again and then choose iTunes U. It yields a page alright, hit one that directs me to the iTunes U app. I tap on Downloads and all it gives me is a link on iTunes Store Terms and Conditions.

Where are the Top 10s? Where are the music, movie, etc options that otherwise appear on my iPhone?

Please help as this has been driving me nuts the past few days.

This has been covered many times. You either live in a country where only podcasts and iTunes U content is available or the iPad was purchased in one of those countries.

Where do you live and where did you buy the iPad?

You can see what types of content you can purchase in your country here.

Thank you, and to answer your question, I bought this iPad from the US and I am from The Philippines with a US iTunes account. Having referred to the table you generously shared, I am supposed to be able to see – and this is basing it purely on where I live:

       - on Video content: Movies, HD Movies, Movie Rentals, HD Movie Rentals

              * of which I see none, as mentioned in my original query

       - on Apps, Books, Music, and more: Apps, Podcasts, iTunes U, Free Books, Songs, Music videos, Ringtones

              * of which (as mentioned above), I only see Podcasts, iTunes U, and Downloads (?)

Just as an update: the issue is now resolved upon upgrading to iOS 6. For what it's worth, thank you for the article you generously shared.
