I agree that this conversation is regarding automatic downloads that are only available for one iTunes Store user every 90 days. However, the same issue is experience when manually downloading from iCloud via the Purchased link in the iTunes Store. It also results in the same 90 day issue, which the iTunes Support guy confirmed. The root cause of the problem is what is in common. Whether I allow iTunes to attempt an automatic download or try a manual download myself, the same issue is encountered.
In response to your note about accessing purchases via the Purchased link within the iTunes Store:
Chris CA wrote:
Log in to the iTunes store and click Purchased on the right side.
All purchases made by that user are shown and available to download.
Response: I did mention in my original email to iTunes Support that I tried clicking on Purchased and came across the problem - see below. Acccessing Purchased items the way I describe below (via the Purchased playlist then Download Previous Purchases) navigates to the exact same page that you've mentioned above (via the Purchased link within the iTunes Store):

I can confirm that I receive the 90 day warning both ways. There is no workaround, as the iTunes Support guy has confirmed, so unfortunately I'm just waiting until the 90 days expires. The only issue then is that my friend and I will experience this problem in turns, each turn lasting 90 days. It's really inconvenient.

I had changed users when purchases were available for redownload and it worked.
However, I tried again today and you are correct, the 90 day warning pops up.

This is unbelievable. Apple have taken us back to the 1980's world of single user operating systems like MS-DOS. I signed up to iTunes Match so that I could easily access my music library on my iPhone, iPad and a number of Macs in the house, but apparently I can't do this on one of my Macs because my daughter beat me to it. Kind of deafeats the puropose doesn't it Apple? Please fix!

Yeah, same thing happened to me, this is absolute BS!! Apple wer pay what around $1000 for an iphone and you cant even fix this.
This is what i got from apple support "we can't bypass the 90day period, you will just have to wait it out" as if they can't bypass it, i doubt apple would authorize the development of a system if they cant play god over it and reauthorize your account if needed be!

They can fix it, I complained to Apple Support, I explained that the problem was preventing me from realizing the full benefits of my iTunes Match service, a paid for service which they could either refund in full or fix the problem. They chose to fix the problem on the spot. Got the standard response, "we are making an exception to the rule", just like when I rented a movie and it wouldn't play and I asked for a refund. I find Apple Support to be generally very helpful, and in the case where you are not getting the service you paid for they almost always "make an exception to the rule", as they should!

This entire iTunes Match is a BIG disappointment. I am getting this "90 day - error of iTunes death" on my brand new iPad 3. First the match worked for about 10 minutes, then I switched my apple ID and downloaded some apps I had purchased with a different apple ID (which I would have merged into one single ID if Apple would let this happen, but Apple insists that users must keep several different Apple ID's if they ever purchased content on several different ID's, no way to merge), then I switched back to my main apple ID with iTunes match and voila, the "90 day - error of iTunes death" comes up. Why? I am using my proper apple ID, all paid all clean. Am I an Apple beta tester now and even have to pay for it?
A waste of time and money, simply a bad product. It smells and feels like an Apple Vista failure.
I hope that I will get my money back and had enough iTunes Match fun/frustration for 2012. Maybe I'll try it again in 2013...

I tried iTunes automatic downloads with two users on my MBP... I received the same error message. Have you found any resolution yet?

I just called Apple Support.. Apple advised since my wife has an iMac/iTunes account authorized already, only one computer can be setup for Automatic download. So I recieved the iTunes error message since I attempted to setup the MBP (the second computer) for automatic downloads. Hmm. I'll try it and report back.
Nope.. deauthorizing hte other computer didn't fix it.

OK people I have cracked it.
On a PC you will need to use diskpart to divide your C drive into two partitions and reinstall windows to the new partition.
On a Mac, you will need to split the Macintosh HD into two partitions and reinstall Lion on the second partition.
The problem is whether the iTunes does a hardware look up or a software look up.
I will leave it to the geeks here to explain how to reinstall windows or osx

I agree that this rule is completely ridiculous and if it is intended to prevent sharing of downloads, it is likely to be counterproductive. It is especially annoying now that SD versions of videos don't automatically download with the HD versions. I have accounts in the UK, US and Canadian iTunes stores and cannot now download the SD version of legitimate purchases from the UK store so that I can watch them on my iPhone and iPad 2. This means Apple has happily taken my money and now won't let me access the things I've paid for.
This morning I was going and back and forth with iTunes Customer Support on this issue. The responses were impressively fast but eventually I was passed on to iCloud Support, which conveniently doesn't have an e-mail address, only a phone number. The respondent at iTunes Customer Support had to admit themselves that it wasn't clear why Apple has this 90 day rule. It smells to me a bit too much like a money grab, intended to force people to buy a separate iDevice for each family member who wants their own account. It could also drive people to pay for SD versions of HD downloads that they would otherwise have to wait 90 days to access from a second account in the cloud. What Apple perhaps does not realise is that it will just force people to use a single account and share content anyway.
Is it a coincidence that iTunes won't let you upload 1080p videos to an iPad 2? If you have a third generation AppleTV, you might prefer these to the 720p or SD versions for viewing on a TV. If you are downloading videos though, you will only get one of these versions. Choose the 1080p edition and iTunes will stop you from uploading it to an iPad 2, even though there is no technical reason why it won't play on that device's lower resolution screen (I've streamed 1080p protected iTunes videos to Safari on an iPad 2 via a GoFlex Satellite drive without a problem). However, if you are downloading them from a second account, you will not be able to access the other versions for 90 days, unless you pay for them again.

What is "not true"?

To correct my comment above, I realised afterwards that I am able to play 1080p video files in Azul rather than via the GoFlex Satellite (although of course they only play at 720p). Apologies for the error.

My problems similar to everyone's. years ago my wife brought me an iPod for a Present. She registered it with apple under her wk email. She is not into music and has never downloaded music. Then I went to mobile me and set up a new e address linked to my own address. Still not a problem apart from swapping from 2 accounts. Then backed up iphone 4 on windows and then setup iphone 5 from back up. But back had lost all music including trax burned from CDs apart from 2 tracks purchased from itune recently. I retrieved most off my iPod back onto my computer. Days later both iPod and computer where both showing two recent tax purchased. Can any one help with this?
Then consentrayting on retrieving purchases I came across 90 day error
I've. Noticed that.
My wife who has my old iPhone4 which hasn't been updated can download all purchases on both accounts.
A friend mentioned that he took his iOS6 back to ios5 could this be an answer then saving song as separate mp3 files
