Office 2008 or newer will work with ML, but anything older will not as it was coded for the powerpc processor and the emulation mode that allowed powerpc code to run on intel Mac machines was dropped with OS X Lion (10.7).
So if you have Office 2004 or OfficeX, you'll need to upgrade to Office 2011.

You can always write down your activation code, then re-download it from the MS Store, reinstall it and re-activate it - that is if it just something that got corrupted somehow after or during the OS X 10.8 upgrade.

I do not actually use Outlook, and Office otherwise works fine for me on 10.8. I'd suggest deleting the preferences and maybe rebuilding the database, but if it won't even launch, those are not useful ideas, sorry.
