Godaddy hosts my domains and the email accounts are through them. They have been on the phone with me a lseveral times, and also my isp. We've tried everything, so I'm thinking I will reinstall MAIL.

They had a big outage on the 11th, have you had their mail work since then?
Can you use a Browser & login to your WebMail accounts?

That's about the time it stopped working and I told godaddy that... but they still think its my isp. The isp says its not them. I was going to reinstall my MAIL program, but I tried on my lap top as well, and it doesn't go out on that either.
I changed the password at godaddy, but still no go.

And does WebMail allow you in to the account?
To see if it's your provider, What's my ip...
Start with these three, check SpamCop or SpamHaus to see if your IP is there...
Sometimes an ISP will bloc a whole other ISP too, if it's the source of too much SPAM.
Might also see this post by Gallomimia...
If none of those are it, then report back please.

I've been seeing these problems intermittently with mail.app too. Outgoing email from various accounts and providers become disabled for long periods.
The problem isn't with my ISP because I see the same problem at multiple locations and different providers.
It's not a mail server problem, because I see the same issue with accounts associated with gmail (using a different domain name but hosted on Google's servers) and with other non-Google servers (such as Bluehost). Interestingly, regular gmail.com mail always works consistently in mail.app, even though all of the server settings are identical to the other, often-disabled Google-hosted account.
Manually specifying a port for the outgoing SSL mail sometimes clears up the problem for a day or two, but it invariably returns.
Restarting mail.app or the machine has no effect on the problem.
I'm running Mountain Lion 10.8.2 with 8GB of RAM on a 2011-model MacBook Pro.
