I would like to publish a book in Finnish language , in the Finnish iBooks store. Do I still need a US tax ID? Thanks a lot!

You need an EIN, not a US tax ID. The only way to get books into the store is via Apple USA, who require you apply with an EIN for paid books. You can get an EIN in ten minutes over the phone without charge.

    See here for more info.

You don't need to submit a US tax return. Apple will withhold federal alien tax from the payments you receive. If Finland has a tax agreement with the US, that tax should be credited against the tax you have to pay in Finland. Check with your accountant for the exact rules. For Australia, I get a tax credit for the amount of tax Apple paid on my behalf in the US, so I don't get taxed twice on the same royalties.

I applied over the phone and got my EIN in under ten minutes.
